Disaster risk management has been an integral part of Sri Lanka’s ancient civilizations, where villages were spatially arranged around tank cascade systems, many of which function to date. Even though the terminology of disaster management is relatively new to Sri Lanka, the concepts that it prescribes have been in practice since the early days. Prior to 2004, there were a few disaster management programmes, which particularly focused on relief, already in place.
